The role of governments and local authorities (organizational models for road management)

In a number of countries, the traditional role of road owner as an operator of its road network is revisited. This is in particular the case for the State Transport Administration as an operator of the national road network while agencies are also questioned about their efficiency and cost. In this session we share information on evolutions of the missions of State road transport administration and on assessment of effectiveness and efficiency of organizations managing the primary road networks.

This session includes presentations from UK, Germany, France and other European countries

Pavement preservation systems: benefits and trends

Road maintenance finance models - new outlook, new opportunities

Maintenance of road infrastructure is still not on the high priorities of States budget; a significant gap exists between the needs and public funding. This situation is true at the different levels of jurisdictions (State, provinces/counties, and municipalities).
This session reviews different schemes of funding and financing: tolling, the future of Eurovignette, global contracts, regulatory asset base versus PPP… with presentations from various institutions and stakeholders.

The world of bitumen emulsions: an industry serving sustainable roads

Bitumen emulsions are part of the most used techniques for pavement preservation; this is one of the reasons why the International Bitumen Emulsion Federation has been one of the organizations that initiated the PPRS NICE 2018. Many proposals have been recorded for this session that will include a review a survey about the use of bitumen emulsions Worldwide. New approaches for performance based specifications will be shared as well as some new developments that should boost the use of bitumen emulsions worldwide. Again the IBEF will play its role as an exceptional exchange forum.

National road safety policies, how to deal with road infrastructure

The approach to road safe has experienced fundamental changes with the recognition that the road must eventually be forgiving of routine road user errors with a goal of eliminating road crash fatalities and serious injuries in the long-term. This session presents good examples of assessment of road safety and of implementation of efficient policies from Sweden, New Zealand, France, iRAP and IRTAD studies.
